Engineers from all over the world have gathered for the large-scale operation, "Pacific Buoy", an offshore facility for connecting security cameras belonging to police forces around the world. Sonoko invites Conan and the Junior Detectives to visit Hachijō-jima where they receive a phone call informing them that a Europol employee has been murdered.
